The role of the internal affairs authorities and the militia up to the armed conflict with the Yugoslav people‘s army
Purpose:
The article reveals the role of the internal affairs authorities and the militia during the independence processes until the beginning of the war for an independent Slovenia. The aim of the research was to find out whether the role of the internal affairs authorities and the militia was important during this period and what actions confirm this.
Methods:
We used a descriptive method, reviewing both domestic and foreign literature, explaining the legal sources used in a logical and systematic way, aided by an analysis of primary written sources and the comparative legal method. The analytical and synthetic methods have been used to summarise the main conclusions.
Findings:
During the independence processes in the 1980s, the internal affairs authorities and the militia successfully resisted some of the solutions imposed by the Federal Ministry of the Interior, the Federal Ministry of Defence and the Yugoslav People‘s Army. It was very important to continue with the concept of national protection, the insistence on the 100 metre border zone, the refusal to establish a unified information system of the internal affairs authorities and a unified uniform for the militia in Yugoslavia, the implementation of the Sever campaign, and the participation in the concept of a manoeuvre structure for national protection and other important projects.
Limitations:
Due to the breadth of the topic, only the key findings on the role of the internal affairs authorities and the militia during the independence process are presented in the articlewhile details of individual activities had to be omitted.
Practical Implications:
The article shows and analize the real and documented activities of the internal affairs authorities and the militia during the independence processes, which are misrepresented and unjustified by some.
Originality:
The article in a transparent, documented and original way, using relevant sources, presents and analize the important activities of the internal affairs authorities and the Slovenian militia, that can be classified as part of the Slovenian independence processes, which were carried out in the 1980s, before the war for Slovenia. The paper is also important because it uses the literature of authors who participated in these activities and also of historians who have conducted numerous researches and analyses of the period described.
